Paul Turner, president of Main Street Health Group Cooperative (MSHGC a non-profit group health insurance purchasing cooperative) was asked to give expert testimony to the Texas Legislature, regarding pending changes, to make non-profit health insurance cooperatives a viable alternative for employers. The pending legislative changes will help cooperatives to become more attractive to not only Texas based employers but to the insurance carriers, which have historically rejected group pooling arrangements.
Turner is one of the very few people in Texas (or the U.S. for that matter), which has had success in establishing purchasing cooperatives for several affinity groups. According to Turner, "what is really important is the ability to offer a quality product at an affordable cost, to businesses with two or more members". Main Street Health Group primarily works with “sponsoring” organizations such as Chambers of Commerce, Associations and other Affinity Group sponsors.
